(a) whether the Economic Survey for the year 1999-2000 has explored the possibility to financing for building roads without imposing a direct toll tax on the consumers;
(b) if so, the details thereof;
(c) the total amount received in the Central Road Fund during the year 1999-2000 by cess on petrol and diesel; and
(d) the total amount given from Central Road Fund during the year 1999-2000 for development of roads?

(a)&(b) Information is being collected and will be laid on the table of the House.
(c) & (d) : Out the cess levied on petrol and diesel, an amount of Rs. 1900 crores was made available to the Ministry of Surface Transport by Ministry of Finance by way of Supplementary Grant for development and maintenance of National Highways. Apart from this, an amount of Rs. 1000 crores has been transferred to Central Road Fund which has not yet been distributed.
