Question : NATIONAL LAND RECORDS MODERNISATION PROGRAMME



(a) whether National Land Records Moderisation Programme (NLRMP) has been slow in some States as only few States have made substantial progress on this front;

(b) if so, the names of those States; and

(c) the steps taken by Government to speed up the process in this regard?

(a) & (b) National Land Records Modernization Programme (NLRMP) is at various stages of implementation. The survey and resurvey has not yet picked up in many States. The progress is slow in implementation of NLRMP in some of the States like Rajasthan, Jammu & Kashmir, Andhra Pradesh, Karnataka, Uttarakhand, Uttar Pradesh, Assam, Mizoram, Manipur, Arunachal Pradesh, Andaman & Nicobar Islands etc.

(c) The Steps taken by the Department of Land Resources to expedite implementation of the programme include streamlining the planning process by insisting upon the States to prepare Annual Action Plans, monitoring progress of implementation by conducting Regional Review Meetings, revising rates of survey and re-survey and digitization of Field Measurement Book (FMB) as demanded by the States and organizing workshops on best practices and experience sharing by the States/ UTs. The Department is also building capacity of the staff of the States to implement components which are more technology intensive by arranging training at different national institutes such as National Remote Sensing Center, Survey of India and National Informatics Centre (NIC). These institutes also provide technical support wherever required by the State governments.
