Question : Preparation of BPL List

(a) whether the Government proposes to prepare fresh BPL list by reviewing the existing list;

(b) if so, by when along with the strategy formulated for this purpose;

(c) the details of particular data from census which was to be considered as basis for preparing BPL list by the States: and

(d) if not, the decision to be taken by the Government in this regard?

(a) & (b): The Ministry of Rural Development in association with the State Governments/UT Administrations has been conducting a door-to-door census of rural households to identify the families living below the poverty line. The BPL Census is generally conducted on the eve of the Five Year Plan. Such censuses have been conducted in 1992 for the Eighth Plan, in 1997 for the Ninth Plan and in 2002 for the Tenth Plan. No BPL Census was conducted for the Eleventh Five Year Plan. For the Twelfth Five Year Plan, the Ministry of Rural Development launched the Socio Economic and Caste Census (SECC) in 2011 to identify households with specific socio-economic characteristics in rural areas as well as in the urban areas to determine eligibility and entitlements for different Central Government Schemes. The provisional SECC 2011 data has been released on 3rd July, 2015.

(c) & (d): Data collected through the Socio Economic and Caste Census 2010 would form the basis for preparing the beneficiaries list by the States/UTs. The Ministry of Rural Development has taken a decision to use SECC data in all its programmes.
