Question : TARGETS UNDER SGSY



(a) whether the Government has achieved the targets under Swarjnayanti Gram SwarozgarYojana (SGSY) during the last three years and the current year, if so, the details thereof, State/UT-wise;

(b) whether the Government has evaluated the success of National Rural Livelihood Mission/SGSY;

(c) if so, the details thereof and the progress made by the various States and UTs during above period; and

(d) if not, the reasons therefore?

(a) to (d):- Since 1999, the Government was implementing Swarnjayanti Gram SwarojgarYojana (SGSY) which has now been restructured as National Rural Livelihoods Mission(NRLM). NRLM was launched on 3rd June, 2011. Upto 31/03/2013, both NRLM and Swarnjayanti Gram SwarojgarYojana (SGSY) were implemented simultaneously. SGSY has ceased to existw.e.f 1st April, 2013. Statements indicating details of financial and physical progress of Swarnjayanti GramSwarojgarYojana (SGSY)during the years 2011-12 and 2012-13 are given at Annexure-I and II respectively.

Performance of SGSY was assessed through concurrent evaluation, studies and reports including those conducted by National Institute of Rural Development (NIRD), Hyderabad, Bankers Institute of Rural Development (BIRD), Lucknow, Reports of the Steering Committee constituted by the Planning Commission for the 11th Plan and the Prof.Radhakrishna Committee on credit related issues related to SGSY, set up by the Ministry of Rural Development in April 2008. The experience of implementation of SGSY in the ten years (1999 to 2009) had thrown up a mixed picture. On the one hand it had brought into focus the shortcomings like uneven mobilization of rural poor and formation of SHGs across the States, insufficient capacity building of beneficiaries, low credit mobilization and lack of professionals to implement the programme. On the other hand, the mechanism of SHGs as an instrument of social & economic empowerment of rural poor had been amply validated.

NRLM has adopted a phased implementation strategy to provide intensive support to the SHGs and their federations such that the Mission reaches out to all rural poor households by 2024-25. At present, NRLM is being implemented in 28 States It has commenced work in 316 districts and 2125 blocks.

As NRLMhas been launched in June 2011 and many States have started implementation of the programme only during 2013-14, no impact study has yet been conducted.
