(a) & (b) The Ministry of Rural Development had set up an Expert Group to suggest
the methodology to carry out BPL Census 2002. The methodology recommended by
the Expert Group was finalized after extensive discussions with the State Governments,
Central Ministries, Academicians and Professionals in the field. The Ministry has not
received any specific proposal for change in methodology, however, various doubts
expressed by different States, Union Territories and others were clarified from time to
time.
