(a) the details of funds allocated for various schemes during the last three years, State-wise;
(b) the details of funds released under various schemes during the last three years, State-wise, including the State of Maharashtra;
(c) the details of spent and unspent funds under various schemes of the last three years, State-wise; and
(d) whether the funds released under various schemes are sufficient to achieve the desired objectives?
(a) to (d) The Ministry of Skill Development and Entrepreneurship has been implementing the following major schemes (i) Pradhan Mantri Kaushal Yojana (PMKVY 2.0) (ii) Jan Shikshan Sansthan (JSS) (iii) Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP). Under PMKVY 2.0, an amount of Rs1723.19 crores, Rs1946.45 crores and Rs1749.22 crores have been allocated during the Financial Years 2017-18, 2018-19 and 2019-20 respectively. PMKVY 2.0 has two components known as Centrally Sponsored Centrally Managed (CSCM) being implemented by the National Skill Development Corporation (NSDC) and Centrally Sponsored State Managed (CSSM) being implemented by State Skill Development Missions (SSDMs) of the States/ UTs. Under CSCM component of PMKVY 2016-20, there is no provision of State-wise funds allocation. However, under CSSM component of PMKVY 2016-20, funds and corresponding physical targets of PMKVY 2016-20 have been allocated to the States/UTs. The State-wise details of fund released under the CSSM component of PMKVY 2.0 as on 17.01.2020 is placed at Annexure I.
Under Jan Shikshan Sansthan (JSS), 56.59 Crore and 80.00 Crore has been allocated during the Financial Years 2018-19 and 2019-20 respectively. The State-wise details of funds disbursed under JSS are placed at Annexure II. Under the SANKLAP scheme, the State-wise details of fund allocated and fund released during the Financial Years 2018-19 and 2019-20 are placed at Annexure III. The funds are released as per budget provision/allocation for the concerned schemes.
