Question : Training Targets

(a) whether the Government has not utilised its entire budget/funds for the last three years and has achieved just 49 per cent of its training target;

(b) if so, the details thereof;

(c) the details of the budget earmarked, allocated and utilised by the Government for the last three years; and

(d) the reasons for not utilising the entire budget for the last three years?

Answer given by the minister

(a) and (b) Ministry of Skill Development and Entrepreneurship is implementing its flagship demand driven scheme, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-20 for short duration skill development training (Short-Term Training (STT) and Recognition of Prior Learning (RPL)) with an objective to train one crore youth for four years (i.e. 2016-20) in the country.

Under PMKVY (2016-20), during last three financial years funds amounting to Rs. 5439 Cr. have been allocated (Revised Estimate); out of which, as on 31.01.2020, Rs. 5203 Cr. have been utilized.

Further, under PMKVY (2016-20), as on 17.01.2020, 40.27 lakh candidates have been trained under short term training (STT) and 33.20 lakh candidates have been oriented under Recognition of Prior Learning (RPL) across the country.

(c) and (d) The FY-wise details of funds earmarked and utilized for the implementation of PMKVY 2016-20, as on 31.01.2020, is given below:
