Question : Gas Pipeline Projects

(a) whether Marathwada Development Corporation Limited has requested the Government to start Hazira to Marathwada gas pipeline project and if so, the details thereof and action taken in this regard;
(b) the details of the existing and on-going industrial and domestic/industrial gas pipeline network to transport gas across the country by public/private sector companies along with investment made by various companies including status of completion of such projects State/UT/projects/company-wise including GAIL;
(c) whether the Government/ GAIL proposes to expand gas grid network over the next five years;
(d) if so, the details thereof and investment made by public/private sector companies along with the steps taken by the Government to ensure availability of sufficient quantity of gas to GAIL for these projects, State/UT/company-wise;
(e) whether the Government has awarded contract for the natural gas pipeline from Kochi-Koottanad-Mangaluru and if so, the details thereof along with the time by which the work on the said gas pipeline is likely to be completed; and
(f) whether the GAIL has taken note of the objection made by the State Government of Tamil Nadu and the pipeline is likely to be laid as suggested by the State Government of Tamil Nadu and if so, the details thereof and the action plan prepared for the purpose?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI DHARMENDRA PRADHAN)
(a): As per PNGRB Act, PNGRB grants authorization for developing a Natural Gas pipeline infrastructure through a bidding process. PNGRB has informed that no request has been received from Marathwada Development Corporation Limited in this regard.
(b): The details of the existing and on-going industrial and domestic/industrial gas pipeline network are at Annexure-I and Annexure-II respectively.
(c) & (d): The Government has envisaged to develop additional 15000 Km gas pipelines for completion of National Gas Grid and to increase the availability of natural gas across the country. The Government has taken a decision to provide a capital grant of Rs.5176 crore (i.e. 40% of the estimated capital cost of Rs.12,940 Crore) to GAIL for development of a 2619 Km long Jagdishpur-Haldia/Bokaro-Dhamra Gas Pipeline (JHBDPL) project, popularly known as the “Pradhan Mantri Urja Ganga” of Eastern India. This pipeline will transport Natural Gas to the industrial, commercial, domestic and transport sectors in the States of Bihar, Jharkhand, Odisha, West Bengal and Uttar Pradesh and to CGD projects in the cities of Varanasi, Patna, Ranchi, Jamshedpur, Bhubaneswar, Kolkata and Cuttack.
(e): GAIL has awarded the Laying Work Contracts of 196 Km Pipeline Sections in 438 Km Kochi – Koottanad – Mangaluru Pipeline as below:

Construction works in above sections are in progress. Kochi – Koottanad – Mangaluru Pipeline is expected to be completed by Dec’18 (Sch.-Feb’19) subject to availability of hindrance free RoU / land in Malappuram & Kozhikode districts.
(f): As per the decision of Supreme court in Feb’16 and latest decision of Madras High Court in Jan’17, Govt. of Tamil Nadu is required to allow GAIL to lay the pipeline along the earlier decided route & to fix up the land rates as on 01.01.2016.
GAIL has requested Govt. of Tamil Nadu for their support and cooperation in taking forward the Kochi – Kottanad – Bengaluru – Mangaluru Pipeline (KKBMPL) Phase – II project in the state of Tamil Nadu. Moreover, this Ministry has also followed up with Govt. of Tamil Nadu for resolving various issues relating to RoU.
