Question : National Skill University

(a) the details of total amount of funds disbursed to upgrade infrastructure in schools to support vocational training between 2014-2021, State-wise including Rajasthan and district-wise;

(b) the steps taken by the Government to ensure education and skilling of youth take place simultaneously as per recommendations in the National Skill Policy 2015;

(c) whether the Government proposed to establish a National Skills University as a central authority to ensure effective implementation of skilling schemes including Assam and if so, the details thereof;

(d) the details of the funds likely to be sanctioned for the same;

(e) whether the Government has taken any active steps to ensure that CBSE, State Boards, University Grants Commission and Government Universities have adopted the provisions of the National Skills Qualification Framework(NSQF); and

(f) whether the Government has any plans to initiate a sector and geography-based skill mapping exercise?

Answer given by the minister

(a) Ministry of Education (Department of School Education and Literacy [DoSEL]) is implementing the scheme of Vocationalisation of School Education under the Centrally Sponsored Scheme of Samagra Shiksha which aims at integrating vocational education with general education in all Secondary/Senior Secondary schools. The Scheme covers Government and Government aided schools. The Scheme provides for non-recurring grant to States and Union Territories (UTs) for setting up of vocational labs. A statement indicating financial approval for non-recurring activities under the scheme State wise and year wise including Rajasthan is placed at Annexure. District wise disbursal of funds is not maintained by DoSEL.

(b) In pursuance of the National Policy for Skill Development and Entrepreneurship, 2015, the Government has taken various steps to integrate skilling with formal education by introducing vocational training linked to the local economy.




Under the scheme of Vocationalisation of School Education, being implemented by Ministry of Education, vocational education is provided to a large number of students in selected schools. Under this initiative, 14,435 schools have been sanctioned across the country for integrating vocational education in general education from class 9th to 12th. Further, the Ministry of Skill Development and Entrepreneurship (MSDE) has initiated a program ‘Skill Hub Initiative’ under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0) scheme which focus on the introduction of skill training programmes in the education ecosystems. The Initiative has considered the policy level synergy on integration of vocational education with general education as envisioned in the National Education Policy 2020. Under this program, Skill Hubs are nodal skill centres identified to provide skill development and vocational training opportunities to target population segments from class 6-8th (introduction to world-of-work through orientation, industry visits, bag-less days), Class 9th to 12th (aimed at exposing students to skill development avenues), school dropouts, and out-of-education (aimed for academic credit, mainstreaming back to education and or apprenticeship and employment linkages).

(c) Presently, the Ministry (MSDE) does not have any scheme to set up Skill University in the State. However, the Ministry has encouraged States to open Skill Universities with an objective to promote skills education in an integrated and holistic manner with general education so as to ensure pathways for progression and mobility across forms of education and skill. The State Government of Assam may set up Skill University itself through State Act as has been done by other States like Haryana and Rajasthan.

(d) Does not arise.

(e) National Skill Qualification Framework (NSQF) is a nationally integrated education and competency-based skill framework providing for multiple pathways, horizontal as well as vertical, within vocational education, vocational training, general education and technical education, thus linking one level of learning to another higher level. All formal and vocational education including skill training will have to align themselves with NSQF. The Government has been supporting implementation of NSQF through scheme run by different Ministries/Departments in collaboration with MSDE. Pandit Sundarlal Sharma Central Institute of Vocational Education (PSSCIVE) has developed text books in various vocational courses in different sectors based on the NSQF approved Qualification pack,which are being implementing under Vocationalization of School Education component of Samagra Shiksha. The Central Board of Secondary Education (CBSE) offers 19 Skill subjects at Secondary level and 39 Skill subjects at Senior Secondary level which are aligned to NSQF. Further, in pursuance of the National Education Policy 2020, the University Grants Commission (UGC) has released a draft National Higher Educational Qualification Framework (NHEQF) on 31st January 2022 for public consultation.

(f) MSDE has formulated a special programme under its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) for training of Shramiks (migrant labourers) has done identification of reverse migrants and their mapping with job roles with the support of District Administration. This special programme for training of Shramiks (migrant labourers) under PMKVY has covered 116 districts of 6 States, namely, Assam, Bihar, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh selected under Garib Kalyan Rojgar Abhiyan (GKRA) of Ministry of Rural Development. PMKVY has two training components, namely, Short Term Training (STT) and Recognition of Prior Learning (RPL). As on 21.11.2021, 1.24 lakh migrants have been trained / oriented (0.86 lakh in STT and 0.38 lakh in RPL). Further, Sector Skill Councils under the Ministry have been advised to conduct periodic skill assessment and anticipation studies to align with the needs of the economy and future skills that may be required. Besides, the Ministry has institutionalized District Skill Committee to reach maximum people in their respective geographies vertically and horizontally and would provide the local needs for skilling.
