(a) Whether the Government has increased the allocation to States as per the recommendation of 14th Finance Commission (F.C.);
(b) if so, the comparative allocation made to the States under the 13th Finance Commission and 14th Finance Commission State-wise, scheme-wise;
(c) Whether higher allocation have been made to hilly area States including Himachal Pradesh in line with 14th Finance Commission recommendations; and

Yes Sir. Government has accepted the recommendations of the 14th Finance Commission and enhanced share of states in the divisible pool of Central Taxes/Duties by 10 percent from 32 percent to 42 percent. Therefore, States’ share of Central Taxes/Duties proposed to be released during 2015-16 (as per 14th Finance Commission recommendation) has increased to `5,23,958.24 crore from `3,37,808.45 crore released during 2014-15 (as per 13th Finance Commission recommendation), having enhancement of ` 1,86,149.79 crore as per details shown in Annexure ‘A’. Further, State-wise/Tax-wise details (including Himachal Pradesh) for the share in Taxes /Duties released during 2014-15 and proposed to be released during 2015-16 are indicated in Annexure ‘B’ and Annexure ‘C’ respectively.
