(a) and (b): No such request has been received by the Ministry of Finance or the Planning
Commission. However, the Planning Commission had received a request from the State Government
of Rajasthan for grant of Special Category status. The Planning Commission has informed the
State Government that the National Development Council is the sole body competent to grant
Special Category status to States on the basis of various criteria and has also conveyed its
considered view that, in such cases, it would be more appropriate to provide central assistance
on a case-to-case basis.
