Question : Schemes on Alcoholism

(a) whether the Government has taken any steps to make the schemes in respect of treatment and rehabilitation of people affected by harmful effects of liquor and tobacco more effective and if so, the details thereof;

(b) whether the Government is also contemplating on a special legislative measure for total prohibition of intoxicating elements and if so, the details thereof; and

(c) the number of people died due to intoxication in the country particularly in Bundelkhand region during the last three years?

(a): The Ministry of Social Justice & Empowerment implements the “Central Sector Scheme of Prevention of Alcoholism and Substance (Drug) Abuse” under which financial assistance is provided to Non-Governmental Organizations, Panchayati Raj Institutions, Urban Local Bodies etc for, inter-alia, running and maintenance of Integrated Rehabilitation Centres for Addicts (IRCAs). The cost norms of the Scheme have been revised w.e.f. 01.01.2015 and the enhancement under different components ranges between 80 and 100 percent. The revised Scheme has provision for free food to all inmates of the IRCAs.

Ministry of Health & Family Welfare has informed that National Tobacco Control Programme (NTCP) was launched by Ministry of Health & Family Welfare in 2007-08. Setting-up of Tobacco Cessation facilities is one of the key components of this Programme for providing cessation services to the people affected by the use of tobacco. The number of Tobacco Cessation centres (TCCs)/ Tobacco De-addiction Centers pan-India is 264.

(b): As per entry 8 of the State list in the Seventh Schedule of the Indian Constitution, the production, manufacture, possession, transport, purchase and sale of intoxicating liquors and as per entry no. 51 duties of excise on alcoholic liquors for human consumption manufactured or produced elsewhere in India are State subject. There is no such proposal under consideration of this Ministry.
(c) The National Crime Records Bureau (NCRB) under the Ministry of Home Affairs has furnished the following data pertaining to number of persons died due to consumption of illicit/spurious liquor and drug overdose in the country including Bundelkhand region during the last three years:
