(a) & (b): The Government has adopted a multi-pronged strategy for overall development of tribal people across the country, including Uttar Pradesh (UP), which includes support for skill development. The Ministry of Tribal Affairs (MoTA), which is the nodal Ministry for overall policy, planning and coordination of programmes for development of the Scheduled Tribes (STs) all over the country, provides funding support to States including UP under the Scheme of ‘Special Central Assistance to Tribal Sub-Scheme’ (SCA to TSS) for Vocational Training in Tribal Areas. This Scheme aims at upgrading the skills of the tribal youth in various traditional/ modern vocations depending upon their educational qualification, present economic trends and the market potential, to enable them to gain sustainable employment or become self-dependent. A sum of Rs. 200 lakhs have been released to UP during 2019-20 by MoTA.
The Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship demand-driven Centrally Sponsored Scheme, Pradhan Mantri Kaushal Vikas Yojana (PMKVY), for imparting short duration skill development training through Short-Term Training (STT) and Recognition of Prior Learning (RPL) to youth including tribal youth across all States/ Union Territories (UTs) including UP. Under PMKVY, 15,124 Training Centres (TCs) including 2,265 TCs in UP have been empanelled for imparting training. In UP, 16,000 ST candidates have been trained, out of which, 12,000 candidates have been certified and more than 800 candidates reported placed till 19.01.2021.
Other important schemes being implemented in the State of UP by MSDE for skill development of youth including tribal youth are given below:
(i) Jan Shikshan Sansthan (JSS) Scheme: This Scheme aims at providing vocational skills to non-literates, neo-literates as well as school dropouts by identifying skills that have a market in the region of their establishment.
(ii) National Apprenticeship Promotion Scheme (NAPS): This Scheme is for promoting apprenticeship training and increasing the engagement of apprentices by providing financial support to industrial establishments undertaking apprenticeship programme under The Apprentices Act, 1961. Training consists of Basic Training and On-the-Job Training / Practical Training at workplace in the industry.
(iii) Craftsmen Training Scheme (CTS): Long term training programme in 137 trades are provided through 14,788 ITIs in the country. There are 3,302 ITIs in the State of UP.

Under the aegis of Skill India, there are other Central Ministries and Departments which are also running schemes/ programmes to impart skill training to the youth of the nation including NER and UP. Under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) of the Ministry of Rural Development, 10.63 lakh candidates in the country have been trained since its inception (September 2014) till December 2020, out of which 1.28 lakh candidates have been trained in the State of UP. Under the Employment through Skill Training & Placement (EST&P) component of the Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAU-NULM) of the Ministry of Housing and Urban Affairs, 6.08 lakh candidates have been trained in the country during 2017-18 to 2019-20, out of which 19,068 candidates have been trained in UP and 19,327 candidates in NER. Under the scheme of SCA to TSS of MoTA, 7,450 ST persons have benefitted in NER and UP during the last three years and the current year.
(d) & (e): No proposal has been received from NER regarding starting of any new skill development programme. The existing skill training schemes of the Ministry covers the region. The NER falls in the category of ‘Special Areas’ in the Common Norms for the Government’s skilling programmes, and hence, this region is entitled to certain benefits such as transport costs, boarding and lodging facility and post placement support for candidates, and payment of 10 percent additional cost to the TCs for training in NER. This Ministry has also been implementing a Scheme titled, ‘Enhancing Skill Development Infrastructure in NE States’, which envisages establishment of 34 new ITIs along with upgradation of 28 ITIs by constructing new hostel, boundary wall and supplementing old and obsolete equipment.
