Answer given by the minister

THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS

(SHRI NITIN JAIRAM GADKARI)
(a) to (e) The Ministry keeps on receiving proposals from various State Governments / Union Territories (UTs) etc., including from the State of Assam, for declaration / upgradation of State roads as new National Highways (NHs). The Ministry considers declaration of some State roads as NHs from time to time based on the requirement of connectivity, inter-se priority and availability of funds.
Length of NHs has been increased from about 91,287 km as on 1st April 2014 to about 1,41,190 km as on date.
Works on notified NHs, including newly declared NHs, are taken up as per inter-se-priority, progress of ongoing works, availability of funds and traffic density. No financial allocation is separately made for such upgradation of State Roads as NHs.
