Question : Pradhan Mantri Awaas Yojana-Gramin

(a) whether the Government has any record regarding the number of houses constructed and the quantum of funds utilized under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) during the last three years and the current year;

(b) if so, the details thereof, year-wise and State-wise;

(c) whether the Government has set any target regarding the completion of PMAY-G and if so, the details thereof;

(d) whether the Government is running behind the target of house construction under PMAY-G and if so, the details thereof along with the reasons of delay, State-wise; and

(e) whether the Government has taken any steps or would take corrective steps to speed up the construction of houses under PMAY-G and if so, the details thereof?

(a)& (b): A statement is at Annexure-I.

(c)& (d): With the commitment of providing “Housing for All by 2022”, Indira Awaas Yojana has been restructured into Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) w.e.f. 1st April, 2016. In the first phase, 1.0 crore houses are targeted for construction over a period of 3 years from 2016-17 to 2018-19 against which the number of houses sanctioned is 95,37,096, 1st installment has been released to 93,11,494 beneficiaries, 2nd installment to 83,22,884 and 3rd installment to 70,89,273 beneficiaries and 68,82,728 PMAY-G houses have been completed, as reported by States/UTs on Awaassoft as on 05.02.2019.

(e): To achieve the target within the stipulated time following steps have been taken:

i. Electronic transfer of assistance to the beneficiary under Direct Benefit Transfer (DBT).

ii. Comprehensive online monitoring of progress of PMAY-G through MIS-AwaasSoft.

iii. Inspection and geo-tagging of three stages of house construction through the mobile application -AwaasApp.

iv. Increasing availability of trained rural mason through Training, Assessment and Certification.

v. Setting up of Programme Management Unit (PMUs) at State and sub State levels to review progress, provide requisite technical support and facilitation at different levels.

vi. Engagement and tagging of local functionaries with beneficiaries at the ground level to improve monitoring and facilitate timely construction of houses.
