Question : Jobs to Displaced Persons

(a) whether the Coal India Limited has any provision to provide jobs to the persons getting displaced due to acquisition of land for mining work;
(b) if so, the details thereof;
(c) whether several cases related to giving jobs to the persons displaced in the State of Chhattisgarh, particularly in Korba area, for rehabilitating them in a proper manner are pending with the South Eastern Coalfields Limited;
(d) if so, the details thereof and the reasons therefor; and
(e) the time by which the pending cases are likely to be settled?

STATEMENT IN REPLY TO STARRED QUESTION NO. 57 FOR ANSWER ON 6.2.2019 ASKED BY DR. BANSHILAL MAHATO AND SHRI LAKHAN LAL SAHU REGARDING JOBS TO DISPLACED PERSONS.

(a) & (b): Yes, Madam. Employment is provided to the land owners who are getting displaced to the extent of numbers of job created through the project and subject to approval of the concerned Subsidiary Board either at the rate one employment for every 2 acres of land or to the extent defined in the State policy/regulation/law.

(c): South Eastern Coalfields Limited (SECL) provides jobs to all eligible land oustees on receipt of their application with all relevant documents establishing their ownership of the land. Some cases are getting delayed due to the reason that land oustees fail to submit the required documents, such as proof of land ownership, proof of member of family, certified family tree etc.


(d) & (e): Some cases could not be finalised for employment against land acquisition due to following reasons:-

(i) Nominees who have taken birth after acquisition.
(ii) Villagers demanding separate employment against the same holding which was acquired in different acquisitions.
