(a) to (c) : The principles of grid operation are outlined in the Central Electricity Regulatory Commission (Indian Electricity Grid Code) Regulations, 2010, and the amendments thereof. As per Clause 5.4.2 (h) of the subject Regulations, all users, State Load Despatch Center (SLDC)/ State Electricity Board (SEB)/distribution licensee or bulk consumer shall comply with direction of Regional Load Despatch Centre (RLDC)/State Load Despatch Centre (SLDC) and carry out requisite load shedding or backing down of generation in case of congestion in transmission system to ensure safety and reliability of the system. Further, as per Clause 5.2(u) of the Central Electricity Regulatory Commission (Indian Electricity Grid Code) Regulations, 2010, the System operator (SLDC/ RLDC) shall make all efforts to evacuate the available solar and wind power and treat as a must-run station. However, System operator may instruct the solar /wind generator to back-down generation on consideration of grid security or safety of any equipment or personnel is endangered and Solar/ wind generator shall comply with the same.
As per the information furnished by NLDC/POSOCO, the total RE Curtailment on All India basis has been less than 0.30% of total RE Generation during the year 2021 and there has been negligible RE curtailment in year 2022, till date. Further, the RE curtailment is stated to have been reported in State control areas and mostly on account of high frequency coupled with under drawl by the States.
