Question : Performance Review of MGNREGS

(a) whether the Government has brought out a performance review of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS);

(b) if so, the details thereof and the purpose behind the move;

(c) whether drought prone States have been allowed to generate 150 days of work per household, if so, the details thereof;

(d) the names of the States that have been given 150 days of work per household;

(e) the quantum of funds required to meet this extra work days, State/UT-wise; and

(f) the other steps taken by the Government to bring in transparency in MGNREGS?

(a)&(b): The Ministry has established a comprehensive system of monitoring and review mechanism for Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). The evaluation of works under MGNREGA is regularly done in the Performance Review Committee meetings, Video conferences and weekly meetings. State specific reviews of States are also undertaken from time to time. Officers of the Ministry and National Level Monitors also visit various districts to oversee the performance of MGNREGA. During these reviews, the implementation aspects that need strengthening are identified including the areas for improvement in the quality of assets. The major steps taken by the Government to improve the programme implementation under MGNREGA are given in the Annexure-I.

(c): The Ministry of Rural development provides 50 days of additional employment in notified areas of drought affected States under MGNREGS. Accordingly, on recommendation of the Ministry of Agriculture and Farmers’ Welfare, provision of additional employment of 50 days over and above 100 days per household under MGNREGA has been made in the notified drought affected areas of the following States during FY 2015-16 and FY 2016-17 (as on 11.7.2016). (d): Details of households provided more than 100 days of employment in drought affected 10 States under The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) are given in Annexure-II.

(e): The quantum of financial assistance released under MGNREGA is not work/ project wise. Funds for programme implementation are released to the States as per the agreed to Labour Budget, self of projects and demand from the States. State/UT-wise details of amount released under the MGNREGS during the last three years and the current year is indicated at Annexure-III.

(f): The steps taken by the Government to bring transparency in MGNREGS are as under:

• States/UTs have been asked to strengthen Social audits of MGNREGS works in accordance with the provisions of the Audit of Schemes Rules 2011 issued in consultation with the Comptroller and Auditor General of India. Social Audit Action Plan has been formulated and shared with States.

• All States have been requested to set up an independent Social Audit Unit (SAU) and appoint Ombudsman at the district level for grievance redressal.

• The Ministry has established a comprehensive system of monitoring and review mechanism for MGNREGA, which, inter alia, include visits of the Officers of the Ministry and National Level Monitors.
