BASIC FACILITIES IN RURAL AREAS
746. SHRI DEVJI M. PATEL:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government is contemplating to launch a rural-urban scheme with a view to providing facilities similar to the cities in the villages in order to improve the life style of people living there;
(b) if so, the details of the funds earmarked and released for the scheme in the budget, State/UT-wise;
(c) the number of villages in Rajasthan proposed to be covered under the scheme in the first phase;
(d) whether the Government is contemplating to prepare a road map for creating jobs in rural areas as per the report of SP Gupta Committee;
(e) if so, the details thereof; and
(f) if not, the scheme formulated by the Government for providing additional opportunities of employment in rural areas?

(a): Yes Sir, the Hon’ble Prime Minister has launched the Shyama Prasad Mukherji Rurban Mission (SPMRM) on 21.02.2016. The Mission aims at development of 300 clusters in all States and UTs. These clusters would be developed by provisioning of economic activities, developing skills& local entrepreneurship and providing infrastructure amenities The Rurban Mission will thus develop a cluster of Smart Villages. It is desirable that the State Government identified Gram Panchayats that are potential growth centers with resources available in the area and could lead to the economic transformation of the region.
(b): In the Financial Year 2015-16 Rs 32.05 crore has been released to the States for the preparation of Integrated Cluster Action Plan(ICAP). The details are given at Annexure.
(c): In the first phase of the mission State of Rajasthan has been allocated 5 Clusters as per following details.

(d) to (e): Ministry of Rural Development is not contemplating to prepare a road map for creating jobs in rural areas as per the Report of S.P.Gupta Committee. Under the Shyama Prasad Mukherji Rurban Mission (SPMRM), employment opportunities in rural areas are expected to be created in the Clusters.
