(a): At present, there is no Scheme in this Ministry for construction of old age homes. However, this Ministry is implementing a Central Sector Scheme of Integrated Programme for Senior Citizens (IPSrC) {previously known as Integrated Programme for Older Persons (IPOP)} under which grants are given for running and maintenance of Senior Citizens Homes (Old Age Homes)/ Continuous Care Homes, Mobile Medicare Units etc through Implementing Agencies such as State Governments/ Union Territory Administrations through Registered Societies/ Panchayati Raj Institutions (PRIs) / Local bodies; Non-Governmental/Voluntary Organizations; Institutions or Organizations set up by Government as autonomous/ subordinate bodies; Government Recognized Educational Institutions, Charitable Hospitals/ Nursing Homes, and recognized youth organizations such as Nehru Yuva Kendra Sangathan (NYKS).. The main objective of the Scheme is to improve the quality of life of the Senior Citizens by providing basic amenities like shelter, food, medical care and entertainment facilities.
A copy of the guidelines of the Scheme of IPSrC is at Annexure-I and a copy of costs norms of the Scheme is at Annexure-II.
(b) to (e): Under the Scheme of Integrated Programme for Senior Citizens (IPSrC) financial assistance in the form of grant in aid is provided to implementing agencies mentioned above for running and maintenance of, inter alia, Senior Citizens Homes (Old Age Homes).
State-wise details of projects of Senior Citizens Homes (Old Age Homes) supported, grant in aid released to the implementing agencies and details of beneficiaries therein, during last 3 years, including the State of Rajasthan and Assam, are at Annexure-III.
No new proposal for setting up of Old Age Home in Rajasthan is pending in the Ministry at present.
