(a) to (b): The Ministry of Women and Child Development is implementing a number of schemes/programmes for the social security/empowerment/welfare/development of women and children in the country. The details of various schemes, including welfare schemes, for women and children and funds sanctioned/released and utilization reported by the States under these schemes are available in the Annual Reports of the Ministry for the respective years. The funds under the said schemes/ programmes are not allocated State/UT-wise.

[email protected].. The funds allocated and utilized/released during last three years and current year i.e. 2014-15 of the major schemes of the Ministry are Annexed.
(c) to (e) The schemes and programmes of the Ministry are implemented through State/UT Govemments/ Administrafions and Non-Governmental Organisations, as per the budget provisions made available under each scheme / programme, to achieve the desired results as per the schematic norms. The number of beneficiaries covered under various schemes of the Ministry and details of evaluation of the major schemes conducted from time to time are givenin the Annual Reports of the Ministry. Based on the recommendations of the Evaluation, the schemes are revamped / scope and coverage of the schemes are expanded.
Review Meetings with Women and Child Development Departments of State Governments / UT Administrations are held at National Level to discuss the issues for effective implementation of the programmes and schemes of the Ministry and to expedite beneficiary coverage and proper fund utilization. Regional level consultations are also held to discuss issues concerning implementation of schemes of the Ministry. The monitoring reports received from States are analysed in the Ministry. The problem areas are communicated to concerned States/UTs for taking corrective actions In addition, regular State visits are conducted by Ministry`s officials in order to understand the implementation problems being faced by States/UTs.
The Central Sector Schemes of the Ministry, which have in built monitoring mechanism, are also periodically reviewed for their proper and better implementation. The Government also takes up with the respective State Governments and UT administrations for inspection and timely recommendation for release of grants to the implementing agencies to ensure proper and effective implementation of the schemes.
Grants under Integrated Child Development Services (ICDS) Scheme, the flagship programme of the Ministry are released in four or more instalments in a year. The first two instalments are released on indicative basis (based on norms, number of beneficiaries, operational projects and operational AnganwadiCentres). Subsequent instalments are released on the basis of Statement of Expenditure as on OOJune and SOSeptember and the Statement of Expenditures of previous year Any unspent balance/ excess expenditure reported as on 31s!March in a particular year is adjusted in the following financial year. Under ICDS, People`s representatives viz. Members of Parliament. Members of Legislative Assembly and Members of Panchayati Raj Institutions (PRls) have been included in Monitoring Committees to make the mechanism participative and more transparent and to ensure effectiveness in the delivery of services.
