Question : Removal of Silt from Dams

(a) the total number of dams in the country, State-wise;
(b) whether dams get damaged due to deposition of silt and if so, the details thereof;
(c) the funds spent on removing silt from dams and on their maintenance during each of the last three years and the current year, State-wise; and
(d) the names of the dams that broke during the said period?

(a) Central Water Commission (CWC) maintains National Register of Large Dams (NRLD) as per information provided by State Govts/ Dam owners. As per NRLD, there are 5701 large dams (5264 completed and 437 under construction). The State-wise details of large dams is at Annexure-I.

(b) Silt accumulation in the reservoirs is a natural process. While designing a storage project, provision for Dead Storage is kept to accommodate the silt coming from upstream catchment. The dead storage is so kept as to accommodate the silt for100 years of project life assuming a certain design rate of siltation which is based on certain factors. Any deposition of silt in the dead storage zone does not affect the performance of the reservoir. Dam’s storage capacity gets reduced if rate of siltation is more than assumed/expected rate of siltation.

(c) Desiltation and maintenance of dams is primarily the responsibility of dam owners who are generally State Government or Central/State PSUs. However, desiltation work has been taken up at limited scale by some of the dam owners. Under World Bank assisted Dam Rehabilitation and Improvement Project (DRIP), there is need-based provision of desiltation of dams. De-siltation works of two dams viz. Kundahapalam dam and Papanasam Weir in Tamil Nadu at a cost of Rs. 18.18 Crores and Rs. 13.25 Crores respectively have been awarded in the year 2017. Desiltation of one dam of Uttarakhand Jal Vidyut Nigam Limited (UJVNL) viz. Asan Barrage at a cost of Rs. 1.83 Crores has been carried out in 2017-18.

(d) No dam failure is reported by State Governments / dam owners during the last three years.
