Question : ROADS UNDER PMGSY



(a) whether several roads under the Pradhan Mantri Gram SadakYojana (PMGSY) are still lying incomplete in Madhubani and Darbhanga regions of Bihar;

(b) if so, the details thereof and the reasons therefor;

(c) the action taken on the representations made by Members of Parliament for an inquiry into the Detailed Project Report (DPR) submitted by IL & FS company along with the reasons for delay in this regard;

(d) whether roads have not been constructed in residential areas due to incorrect DPR and bridges and culverts have not been constructed at the right places;

(e) if so, whether it is proposed to complete the unfinished works of all these roads by giving a special package to Bihar; and

(f) if so, the details thereof and the steps taken by the Government in this regard?

(a) & (b): As reported by the State, the status of progress of roads sanctioned under Pradhan Mantri Gram SadakYojana (PMGSY) for Darbhanga and Madhubani districts in the State of Bihar is as under:

The main reason for delay is the limitations in the execution and absorption capacity of the State.

(c)& (d): Ministry of Rural Development had received complaints dated 16th March, 2012, 10th April, 2012 and 07th May, 2012 from the Hon’ble Member of Parliament regarding wrong preparation of Core- Network by the State of Bihar and wrong preparation of DPRs by IL & FS Company for the State for implementation of PMGSY. A team of officers was detailed to the State to submit the report on the complaints made by Hon’ble Member of Parliament. The report submitted by the said Team has been sent to the State to send the comments and for initiating appropriate actions.

(e) & (f): “Rural Roads” is a State subject and PMGSY is a one- time special intervention of Central Government to improve the rural infrastructure through construction of roads. Cost of any additional works over and above the sanctioned cost under PMGSY, required to further improve the rural road infrastructure, is to be borne by the State.
