STATEMENT AS REFERRED IN REPLY TO PARTS (a) to (d) OF LOK SABHA STARRED QUESTION NO. 236 FOR 05/08/2015 REGARDING SCIENCE PARKS
(a) Yes Madam, Ministry of Science & Technology has promoted/supported various parks to nurture Science, Technology and Entrepreneurship development in the country.
The Ministry has extended support for setting up Biotechnology parks in various States for the development of Biotechnology in the country. These Biotechnology parks focus translation of research into products and services, facilitate technology incubation, technology demonstration, biotech startup incubation and accelerated technology commercialization. Biotechnology parks are established to facilitate product advancement and innovation through the development of biotechnology industrial cluster and to produce biotechnologists and entrepreneurs who have strong foundation in research and innovation. With large number of multinational and bio-pharma companies initiating their R&D and manufacturing operations in India, the demand of biotech incubators has increased. Both Central and State Governments are making their earnest efforts to promote biotechnology activities in the country by setting up biotechnology parks, as well as pilot projects through public private partnership. Four Biotechnology parks have been established so far.
The Department of Science & Technology has supported establishment of Technology Park exclusively for women. These ‘Women Technology Parks (WTP)’ provide not only technological solutions to the problems faced by women but also inspire in them a cooperative spirit that could be channelized for sustainable development. The WTP is envisaged to act as a resource centre in which, from a single window, all necessary support is made available to women for increasing incomes and creating employment based on local resources. WTPs operate with an objective to transfer proven technology through a common platform, develop inter-linkages with R&D institutions for promoting and sourcing technology for women, demonstrate live models for technology adaption etc. Eighteen WTP have been established so far in various states in the country. These WTPs are focusing different technology areas such as Low cost green house, Solar dryer, Improved cooking stoves and their accessories, technological innovations to reduce the drudgery of women in agriculture, Water filter making, Marketing of construction material, fibre glass, bamboo & ferro cement based products etc.
The Department of Science & Technology has also established Science and Technology Entrepreneurs Park (STEP) in various academic institutions. STEPs help in creating an atmosphere for innovation and entrepreneurship with active interaction between academic institutions and industries for sharing ideas, knowledge, experience and facilities for the development of new technologies and their rapid transfer to the end user and starting a successful economic venture. STEPs are hardware intensive with emphasis on common facilities, services and relevant equipments. STEPs operate with an objective to promote entrepreneurship among Science and Technology persons, provide R&D support to the small-scale industry and promote innovation based enterprises. STEPs supported by DST have different technology thrust areas such as Information Technology, Software, Mobile applications, Hardware/ Electronics, Manufacturing, Embedded systems, Biotechnology etc. The STEPs are playing a catalytic role in enhancing the growth of knowledge based enterprises in the region.

(b) Yes Madam, the Government provides assistance to States for setting up of parks. Department of Biotechnology (DBT) has provided assistance to various State governments for establishing Biotechnology parks. The infrastructure required for establishing the park in terms of land and building is to be provided by the State government and the equipment for the labs and the technology area is provided by DBT.
(c) & (d): Yes Madam, several States/Central Institutes have submitted proposals for setting up Biotechnology parks in their states. These are Assam, Karnataka, Kerala, Odisha, Madhya Pradesh, Jammu & Kashmir, West Bengal, Gujarat and Chattisgarh. The proposals from above states have been evaluated by the Expert Committee for BT Parks and these are now under various stages of implementation.

Annexure II
Status of new Biotechnology Parks
A. On-going establishment on Biotechnology Parks:
1. Kerala: KINFRA Biotech Park -
The KINFRA Biotech Park, Kochi is providing infrastructure for industries to incubate. It has labs with commercial facilities. 20 acres of land is available for lease to industries. The building has been completed.
2. Assam: Guwahati Biotech Park -
Government of Assam has recently allotted a land measuring 17 acres to Guwahati Biotech Park. Interim facilities have been created at IIT Guwahati.
3. Karnataka: Bangalore Biotech Park
The Park shall have 25 Incubation suites with common instrumentation facility, Mammalian and Plant tissue culture, Dark room/Cold room/Utilities etc.
4. Odisha: Bio Pharma-IT Park, Andharua, Bhubaneswar
The facility has been allotted a land parcel of 64.61 Acres in Bhubaneswar. Focus on Training Program & GMP quality facility.
B. Projects under consideration:
Proposals have also been received for setting up of Biotech Parks in the States of Madhya Pradesh, Gujarat, West Bengal, Jammu and Kashmir, & Chattisgarh. These proposals have been examined in the meetings of Expert Committee on BT Parks.
1. Jammu and Kashmir
In principal approval for setting up of 2 Biotech Parks has been granted. Revised DPR for Jammu has been received for implementation.
2. Gujarat
The proposal was received from Gujarat State Biotechnology Mission (GSBTM), Gandhinagar. The Coordinators have been asked to revise their proposals for creation of viable Biotechnology Park in their State.
3. West Bengal
Park already established by State Government. Revised estimate/proposal for acclimatized facilities is to be put up.
4. Chhattisgarh
Committee is positive about this BT Park. Updated status and revised DPR is awaited.
The timeline for establishing these parks shall depend upon the respective State Governments/Coordinating agency who are to submit viable proposals.
