Question : NATIONAL DISASTER MANAGEMENT AUTHORITY



(a) whether it is correct that National Disaster Management Authority is monitoring disaster prevention and management in the country without any infrastructure;

(b) if so, the details thereof;

(c) whether it is correct that many highrise building societies and highrise complexes such as Gayatri Lok in Haridwar and many other buildings in Dehradoon and Mussorie are located in delicate quake-prone zones;

(d) if so, the details thereof;

(e) whether Central Government have prepared any action plan in this regard; and

(f) if so, the details thereof?

(a) & (b) Sir, the National Disaster Management Authority is not in place. However, the proposal is being examined by the Government at various levels. Ministry of Home Affairs being the nodal agency along with other Government Departments and Institutions are taking appropriate steps towards disaster prevention and management in the country.


(c) & (d) The Himalaya and its adjoining area fall in high seismic risk zone and as such Dehradun, Mussoorie and Haridwar are prone to earthquake damage. It is not possible at this stage to indicate the risk levels and vulnerability of specific buildings.


(e) & (f) The Ministry of Home Affairs in association with various state governments, including Uttaranchal have prepared disaster management plans for effective management of disasters.
