Question : Start-up Centres

(a) whether the number of Start-up centres is constantly increasing in the country;

(b) whether the Government proposes to provide incentive to further increase the said numbers; and

(c) if so, the details thereof and if not, the reasons therefor?

Answer given by the minister

(a) Many Ministries/Departments of Government of India and State Governments have implemented schemes for funding and supporting startups in different sectors and areas. However, there is no centralized compilation of information related to increase in number of Start-Up Center.

(b) & (c) Start-up Incubation Centres are responsible for providing physical infrastructure to the startups of the ecosystem for regular functioning, support for testing and validating ideas, mentoring for prototype or product development or commercialization, and developing capacities in finance, human resources, legal compliances, and other functions. They also provide networking with investors and opportunities for showcasing in various national and international events.

Details of schemes/institutes providing support to Start ups and self-employment is as given under:

(i) Startup India Initiative is a flagship initiative of Government of India which aims to build a strong ecosystem for nurturing innovation and Startups in the country that will drive sustainable economic growth and generate large-scale employment opportunities.

Department for Promotion of Industry and Internal Trade (DPIIT) has created Startup India Seed Fund Scheme (SISFS) with an outlay of Rs. 945 Crore to provide financial assistance to startups for Proof of Concept, prototype development, product trials, market entry, and commercialization. This would enable these startups to graduate to a level where they will be able to raise investments from angel investors or venture capitalists or seek loans from commercial banks or financial institutions. The scheme envisages to support an estimated 3,600 entrepreneurs through 300 incubators in 4 year duration (2021-22 to 2024-25).

Under the Startup India Seed Fund Scheme (SISFS), DPIIT is providing Seed Fund to eligible startups through eligible incubators across India. As of 22nd March 2022, 76 incubators have been approved with a commitment of Rs. 295.75 crores.

(ii) Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE), with the objective to enable a large number of Indian youth to take up industry-relevant skill training to help them in securing a better livelihood. Individuals with prior learning experience or skills are also assessed and certified under Recognition of Prior Learning (RPL). The number of trained, certified, reported placed and self-employed candidates under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is available at Annexure.

To mainstream vocational education, enable sharing of infrastructure and developing well-defined pathways for students to continue with their chosen academic-vocational pursuits, a scheme of creation of Skill Hubs across the education and skill ecosystem has been envisaged to actualize the intent of the National Education Policy (NEP) on the ground. The ‘Skill Hub Initiative’ under the PMKVY 3.0 scheme focuses on the introduction of skill training programmes in the education ecosystems. The Initiative aims at creating shared infrastructure, aligned with the needs of the local economy which addresses the vocational training needs of all target segments. Under the pilot phase of SHI, the target segment are school dropouts and out of education candidates. The details of candidates enrolled, trained, and assessed under Skill Hubs Initiative are as under:-

(iii) National Institute of Entrepreneurship and Small Business Development(NIESBUD), an autonomous Institute under Ministry of Skill Development and Entrepreneurship has provided training to 12,49,170 persons as of March 31, 2021 through 47,402 different programmes since inception. Out of the above, the Institute has imparted Entrepreneurship Development Programme (EDP) to 2,21,519 persons through 8865 programmes.

(iv) Indian Institute of Entrepreneurship(IIE),Guwahati, an autonomous Institute under the Ministry of Skill Development and Entrepreneurship, as of January 2022 has provided 1028 EDP training programmes to 32818 trainees.
