Question : ROAD PROJECTS



(a) the details of the road projects sanctioned, running behind schedule/under dispute/arbitration, completed and those terminated during the last three years along with the corrective action taken by the Government in this regard;

(b) the targets fixed for road construction for the years 2013-14 and 2014-15 and the likely achievements thereof;

(c) the projects sanctioned so far and steps taken for timely completion of these projects;

(d) whether several projects failed to attract any bidder; and

(e) if so, the details thereof along with the steps taken to attract more private participation?

(a) During the last three years, 1183 projects sanctioned, 163 projects are running behind schedule, 76 projects are under dispute/arbitration, 1052 projects are completed and 51 projects have been terminated.
(b) Targets and corresponding achievement for road construction under various schemes of the Ministry during 2013-14 and 2014-15 are as below:

(c) So far, 86 projects have been sanctioned during the current year. The progress of the projects including above are reviewed for early completion.

(d) & (e) Yes, Madam. There is either no response from the bidders for BOT project or there is likelihood of obtaining sub optimal bids. Due to economic downturn resulting in upsetting the traffic projections and consequent revenue generation, non-availability of equity with the Concessionaires and due to other construction related issues during 2012-13 and 2013-14, the response to NH projects under BOT mode was poor, with 26 project bids out through PPP mode not receiving any response. In the current financial year only 3 projects are awarded on BOT. The steps taken to attract more private investment are: exit for equity investors, premium re-scheduling, securitization of road sector loans, mutual termination /cancellation of awarded road projects and re-bidding, close coordination with other ministries and revamping of dispute resolution mechanism etc.
