Question : Employment Generation

(a) whether as per the view of Niti Aayog Industry and service sectors need to be promoted for creating opportunities of employment;

(b) if so, the reaction of the Government thereto;

(c) whether such services and industries have been identified which have the potential of increasing employment opportunities;

(d) if so, the details thereof; and

(e) the percentage estimated rise in employment in each of the said services and industries?

(a) to (e): As per information received from NITI Aayog, expansion of good jobs in industry and services needs to be promoted for rapid elimination of poverty and shared prosperity for all.The following twenty five priority sectors including services and industries under the ‘Make in India’ programme have been identified for generation of employment opportunities by the Government in the country which includes: (1) Auto Components, (2) Automobiles, (3)Aviation, (4) Biotechnology, (5) Chemicals, (6) Construction, (7) Defence Manufacturing, (8) Electrical Machinery, (9) Electronic System Design and Manufacturing, (10) Food Processing, (11) IT and BPM, (12) Leather, (13) Media and Entertainment, (14) Mining, (15) Oil and Gas, (16) Pharmaceuticals, (17) Ports, (18) Railways, (19) Roads and Highways, (20) Renewable Energy, (21) Space, (22) Textiles, (23) Thermal Power, (24) Tourism and Hospitality, (25) Wellness.

Estimates of employment and unemployment trends are obtained through labour force surveys conducted by National Sample Survey (NSS) Office, Ministry of Statistics &Programme Implementation. According to the last 3 surveys, the workforce grew from 45.91 crore in 2004-05 to 46.55 crore persons in 2009-10 and to 47.41 crore persons in 2011-12. Sector-wise employment is given below:

As per these results, the estimated workforce in industry sector has increased from 8.35 crorein 2004-05 to 10.00 crore in 2009-10 and 11.50 crore in 2011-12. Similarly, in service sector, workforce has increased from 10.73 crore in 2004-05 to 11.81 crore in 2009-10 and to 12.73 crore in 2011-12.

During the 12th Five Year Plan (2012-17), 5 crore non-farm employment opportunities are proposed to be created and atleast equivalent number of people would be provided skill certification. The focus is on more productive and quality (organized and self employed) employment in the manufacturing and services sectors. By 2016-17, twelfth plan scenario projects that there will be 22.6 crore people in farm i.e. in agriculture sectors and 27.64 crore engaged in non-farm sector respectively. Government has decided to strategically promote labour-intensive manufacturing and expand employment opportunities by promoting tourism and agro-based industries.
