Question : Assistance under AIBP

(a) the criteria laid down for grant of financial assistance including terms of funding and the mode of disbursement for projects under the Accelerated Irrigation Benefits Programme (AIBP);
(b) the current status of ongoing irrigation projects as well as projects taken up under AIBP along with the funds allocated/released/utilised during the last three years, State/UT-wise;
(c) whether the Government is aware that there is huge gap between potentially created capacity and actual utilization under AIBP, if so, the reasons therefor and the steps taken to bridge the gap;
(d) whether the Government has received requests from certain States for financial assistance under AIBP during the said period, if so, the State-wise details thereof and the follow-up action taken by the Government thereon; and
(e) the steps taken/to be taken by the Government to expedite and complete the ongoing projects in a phased manner?

(a) The criteria for grant of central assistance including terms of funding and the mode of disbursement for projects under the Accelerated Irrigation Benefits Programme (AIBP) are given at Annexure-I.

(b) The status of on-going projects under AIBP are at Annexure-II. State-wise funds released during last three years is at Annexure-III.

(c) Recently utilization of irrigation potential for 42 completed AIBP Projects has been assessed. The gap between irrigation potential created and utilized varies from 25% to 40% in different projects. To fully utilize the Irrigation Potential Created, the Government of India accords highest priority to complete the on-going projects and ensure their command area development under the Pradhan Mantry Krishi Sinchayee Yojana (PMKSY).

(d) & (e) During the said period State Governments have submitted the proposals for central assistance under AIBP. Central Assistance was released to eligible project proposals as per AIBP Guidelines given at Annexure-III.
Government of India has prioritized 46 ongoing projects under AIBP for timely completion by removing various bottlenecks.
