Statement referred in reply of Lok Sabha Starred Question No. 307 to be answered on 24.03.2022
(a) to (c) Since August 2019, Government of India, in partnership with States, is implementing Jal Jeevan Mission (JJM), to make provision of potable tap water supply to every rural household of the country by 2024. The estimated outlay of the mission is Rs. 3.60 lakh Crore, out of which Central share is Rs. 2.08 lakh Crore.
At the time of announcement of Jal Jeevan Mission, out of 18.93 Crore rural households, 3.23 Crore (17%) households were reported to have tap water connections. So far, 5.99 Crore (31%) rural households have been provided with tap water connections in last 30 months. Thus, as of date, out of 19.32 Crore rural households in the country, 9.22 Crore (47.72%) households are reported to have tap water supply in their homes.
Keeping this ‘no one is left out’ principle of the mission, as on today, 102 districts in the country spread across A&N Islands (3), Dadra Nagar Haveli & Daman Diu (3), Goa (2), Gujarat (12), Haryana (22), Himachal Pradesh (4), Jammu & Kashmir (2), Madhya Pradesh (1), Maharashtra (1), Puducherry (2), Punjab (18) and Telangana (32) have become ‘Har Ghar Jal districts’. Further, 1,169 Blocks, 68,431 Gram Panchayats, 1,41,858 villages have also become ‘Har Ghar Jal Block’, ‘Har Ghar Jal Panchayat’ and ‘Har Ghar Jal Gaon’ respectively. Also, Goa, Haryana and Telangana have become ‘Har Ghar Jal State’ and A&N Islands, Dadra Nagar Haveli & Daman Diu and Puducherry have become ‘Har Ghar Jal UTs’. The State/ UT, district & village-wise status of tap water connection in rural households, schools and anganwadi centres etc. as reported by States/ UTs is in public domain and available on JJM dashboard at:
https://ejalshakti.gov.in/jjmreport/JJMIndia.aspx
Number of steps have been taken to plan and implement JJM in the whole country with speed, inter alia, which includes joint discussion and finalization of saturation plan and annual action plan (AAP) of States/ UTs, regular review of implementation, workshops/ conferences/ webinars for capacity building, training, knowledge sharing, field visits by multi-disciplinary team to provide technical support, etc. Detailed Operational Guideline for the implementation of JJM; Margdarshika for Gram Panchayats & VWSCs to provide safe drinking water in rural households and Guidelines on a special campaign to provide piped water supply in anganwadi centres, ashramshalas and schools have been shared with States/ UTs, to facilitate planning and implementation of Jal Jeevan Mission. For online monitoring, JJM–Integrated Management Information System (IMIS) and JJM–Dashboard has been put in place. Provision has also been made for transparent online financial management through Public Financial Management System (PFMS).
