Question : VOCATIONAL TRAINING COURSES



(a) whether the Government has taken note of the rise in unemployment amongst Non-Technical professionals in the country;

(b) if so, the details thereof and the reaction of the Government thereto;

(c) whether the Government proposes to increase employment opportunities by introducing various technical, skilled development courses in the country during the Twelfth Plan period; and

(d) if so, the details of the proposals in this regard?

(a & b) Government of India is fully aware of the magnitude of problem of unemployment amongst non-technical professionals in the country. As per results of the last two quinquennial rounds of labour force surveys conducted by National Sample Survey Office during 2004-05 and 2009-10, estimated number of unemployed non-technical professionals including associate professionals in the age group of 15-59 on usual principal status basis in the country has marginally declined from 1.76 million in 2004-05 to 1.75 million in 2009-10. During the same period, total number of unemployed persons in the country has also declined from 12.68 million in 2004-05 to 10.40 million in 2009-10.

(c &d) The Approach Paper to the Twelfth Five Year Plan emphasises that education is the single most important instrument for social and economic transformation. A well educated population, adequately equipped with knowledge and skill is not only essential to support economic growth, but is also a precondition for growth to be inclusive since it is the educated and skilled person who can stand to benefit most from the employment opportunities which growth will provide. Improved training and skill development is critical for providing decent employment opportunities to the growing youth population and necessary to sustain the high growth momentum. Accordingly, Government has set up National Skill Development Mission with an objective to train 500 million persons by 2022. This target has been divided among various Ministries and Departments. 1500 new Industrial Training Institutes(ITIs) and 5000 Skill Development Centres are being set up by Ministry of Labour & Employment in which new technical courses according to requirement of different sectors of economy are proposed to be introduced. There are currently 10,009 Government and Private ITIs in which 127 courses are being run which will be continued and revisited as per need.
