Question : Uniform Account Number for EPF Subscribers

(a)the social security and welfare schemes being run for employees working in organised and unorganised sectors in the country, separately;
(b)whether the Government proposes to start a Uniform Account Number for facilitating the subscribers of Employees Provident Fund scheme and if so, the details thereof;
(c)whether various labour organizations and other institutions have raised objection to the said proposal and if so, the details of objection raised; and
(d)whether the Government proposes to resolve the objections raised against the said proposal and if so, the details thereof and if not, the reasons therefor?

(a): To provide pension and other social security benefits to employees working in organized sectors, Government has enacted various Acts, including:
I. The Employees’ Provident Funds & Miscellaneous Provisions (EPF & MP) Act, 1952 and the three Schemes framed thereunder which are as follows:
i. Employees’ Provident Funds Scheme, 1952.
ii. Employees’ Deposit-Linked Insurance Scheme, 1976.
iii. Employees’ Pension Scheme, 1995.
II. The Employees’ Compensation Act, 1923.
III. The Employees’ State Insurance Act, 1948 provides following benefits to Insured Persons (IPs):

i. Disablement Benefit
ii. Dependents’ Benefit
iii. Maternity Benefit.
iv. Medical Benefit to Families.
v. Funeral Expenses.
IV. The Payment of Gratuity Act, 1972.
V. The Maternity Benefit Act, 1961.
The Government has enacted “Unorganised Workers’ Social Security Act, 2008” for the welfare of workers in unorganised sector. The Act provides for formulation of suitable welfare schemes for unorganised workers. Various Schemes, formulated by the Government to provide social security cover to the unorganized sector workers, listed in the Schedule I of the above Act are as under:
i. Indira Gandhi National Old Age Pension Scheme.
ii. National Family Benefit Scheme.
iii. Janani Suraksha Yojana.
iv. Handloom Weavers’ Comprehensive Welfare Scheme.
v. Handicraft Artisans’ Comprehensive Welfare Scheme.
vi. Pension to Master Craft Persons.
vii. National Scheme for Welfare of Fishermen and Training and Extension.
viii. Janshree Bima Yojana and Aam Admi Bima Yojana.
ix. Rashtriya Swasthya Bima Yojana.

(b): Employees’ Provident Fund Organisation (EPFO) has already started allotting Universal Account Number (UAN) to its contributing members.
The UAN has been designed to be an umbrella number of a member for all his employment with different establishments. This would benefit the members in the following ways:
(i) The member can get his updated Provident Fund (PF) balance through UAN based member portal.

(ii) The system would enable portability of PF accumulations when the details of Bank account, AADHAAR and Permanent Account Number (PAN) seeded in UAN database of member are verified by employer on change of job.
(iii) The member would get messages on his/her mobile number about the receipt of his PF contribution if he has registered his/her mobile number on UAN based member portal, after due activation.
(c): No objections to the proposal, as such, have been received.
(d): Does not arise in view of reply to part (c) of the Question above.
