Question : ASSISTANCE TO OBC



(a) the total population and percentage of OBC population in the country, State-wise;

(b) the details of assistance by the National Backward Classes Finance and Development Corporation (NBCFDC) to the Other Backward Classes people in the country under various schemes during the last three years and the current year, State-wise including Rajasthan and Karnataka;

(c) whether any new proposals have been received by the Government from some States particularly Maharashtra and Karnataka; and

(d) if so, the details thereof?

(a): No authentic data is available about the population of the Other Backward Classes (OBCs). However, the Mandal Commission in its report submitted in 1980 had estimated OBC population as 52% of the total population. As per National Sample Survey Office’s (NSSO) 66th round (July 2009-June 2010) survey report, the OBC population was estimated as 41.7%.

(b): The state-wise details of assistance provided by NBCFDC under different Scheme during last three years are given in Annexure-I to Annexure-III. In the current financial year no assistance has been provided so far.

(c) & (d): No proposal has been received by NBCFDC from the State of Maharashtra and Karnataka. However, NBCFDC has notionally allocated Rs. 25 Crore to State Channelising Agencies (SCAs) of Maharashtra (Maharashtra Rajya Itar Magas Vargiya Vitta Ani Vikas Mahanandal Ltd. and Vasantrao Naik Vimukta Jatis & Nomadic Tribes Development Corporation Ltd) and Rs. 30 crore to SCA of Karnataka (D. Devraj Urs Backward Classes Development Corporation) and the SCAs have been requested to formulate and submit annual action plan to NBCFDC for approval.
