Question : De-addiction Centres

(a) the details of drug de-addiction and rehabilitation centres in the country and their capacity, State-wise including in backward and rural areas;

(b) the funds allocated/sanctioned to these centres during each of the last three years and the current year, State-wise;

(c) the number of proposals received for setting up of such centres during the said period and the present status of the said proposals, State-wise;

(d) whether the Government has received complaints regarding the dismal condition of drug de-addiction and rehabilitation centres in the country;

(e) if so, the details thereof and the reaction of the Government thereto; and

(f) whether the Government has brought out any guidelines/policy/scheme for improving the functioning of Drug Rehabilitation and De-addiction centres in the country and if so, the details thereof?

(a) & (b): The Ministry implements a “Central Sector Scheme of Assistance for Prevention of Alcoholism and Substance (Drugs) Abuse” under which financial assistance is provided to Non-Governmental Organisations (NGOs), Panchayati Raj Institutions, Urban Local Bodies etc. for, inter-alia, running and maintenance of Integrated Rehabilitation Centres for Addicts (IRCAs). An IRCA ordinarily has a 15 bedded facility to cope with the clients at any given time. Centres with bed capacity of 30 and 50 are also sanctioned in special cases on recommendation of the States/UTs on the basis of credibility and performance of the NGO during the previous three years.
The State –wise details of IRCAs supported by the Ministry under the Scheme during last three years and the current year is at Annexure-I.
(c) Fresh proposals recommended by the State Governments/UTs are placed before the Screening Committee constituted in the Ministry. The Committee after due scrutiny of the proposals as per guidelines and norms of the scheme, recommends suitable proposals for grant-in-aid. Thereafter, the proposals are processed for release of grant-in-aid subject to completeness of proposals in all respects. So far, 637 new proposals were received in the Ministry during last three years and the current year (as on 21.11.2016) out of which 127 were recommended by the Screening Committee. State-wise details of such proposals are placed at Annexure-II.
(d)&(e): Complaints specifically alleging dismal condition of drug de-addiction and rehabilitation centres have not been received. However, in order to bring about standardization and quality control in Services being delivered by the de-addiction centres, the Ministry has issued a Manual of Minimum Standards. The Manual delineates the object of each activity under the scheme, the minimum expected inputs and outputs, the responsibilities of each functionary, the physical environment of the centre, the rights of the clients and duties of the staff. The implementation of various components of the Scheme should conform to the provisions of the Manual and inspection/ assessment of the programme would take into account the compliance of the organizations with the Manual of Minimum Standards.
(f) The Ministry has made the following interventions for improving the functioning of Drug Rehabilitation and De-addiction Centres in the country:
i. Introduced a computerized system for online submission and processing of applications of NGOs which are followed at the District level, State level and Central level. The online NGO Portal of this Ministry has been integrated with the NITI Aayog Portal for validation of Unique ID of the NGOs and their PAN details.

ii. National Institute of Social Defence (NISD), an autonomous body under this Ministry, has initiated the process of accreditation of IRCAs on pilot basis through National Accreditation Board for Hospitals and Healthcare Providers (NABH).

iii. Issued a detailed Advisory on 11.08.2016 to all the States/UTs on combating drug abuse which, inter-alia, includes monitoring and inspection of all de-addiction centres annually and ensuring accreditation of all de-addiction facilities within a specific time period.
