Question : Hazardous Industries in Bihar

(a)whether the Government has taken steps to improve the condition of workers employed in hazardous industries in Bihar and whether as a part of social audit exercises, inspection of the factories has been done;
(b)if so, the details thereof;
(c)whether there has been any exchange of information between Bihar Government and Union Government about hazardous working condition for the labourers and the number of labourers deprived of clean air and drinking water; and
(d)the reaction of the Government in this regard?

(a) & (b): The Central Government has enacted the Factories Act, 1948, for ensuring the occupational safety, health and welfare of the workers employed in the factories registered under the Factories Act, 1948 including hazardous industries. The provisions of the Act and Rules framed thereunder are implemented by the concerned State/Union Territories Government. The Office of Chief Inspector of Factories, Government of Bihar has informed that 41 and 18 Inspections were done during calendar year 2018 and 2019 respectively.
(c) & (d): Directorate General Factory Advice Service & Labour Institutes (DGFASLI), an attached office of Ministry of Labour and Employment through correspondence with the Chief Inspector of Factories/ Directorates of Industrial Safety and Health of the States/Union Territories collects information of fatal injuries, non-fatal injuries, details of prosecutions, convictions etc. The Office of Chief Inspector of Factories, Government of Bihar has informed that they have not received any complaint regarding deprivation of clean air and drinking water to workers working in the hazardous factories.
