Question : Drinking Water and Sanitation Schemes

(a) the amount allocated for drinking water and sanitation schemes and the
amount utilized during each of the last three years and the current year, State-wise; and
(b) whether the implementation of the rural drinking water supply and sanitation
schemes in respect of Odisha is not satisfactory and if so, the steps proposed
to be taken by the Government thereon?

(a) The State wise allocation of funds under National Rural Drinking Water Programme (NRDWP) and the amount utilized for last three years and the current year is at Annexure-I.
Since Swachh Bharat Mission (Gramin) is demand driven scheme, hence no State-wise allocation made. However, State / UT-wise, Central share released and utilised during last 3 years and current year under Nirmal Bharat Abhiyan (NBA) / Swachh Bharat Mission (Gramin) is at Annexure-II.
(b) Drinking Water is a State subject. This Ministry provides technical and financial assistance to the States in their efforts to provide every rural household, a minimum of 40 litres per capita per day (LPCD) of safe drinking water on sustainable basis under the Centrally Sponsored National Rural Drinking Water Programme (NRDWP). Every year between February and April, Annual Action Plan (AAP) meetings are held with the Departments of State Governments dealing with rural drinking water supply, wherein the progress achieved under different components of NRDWP are reviewed and targets for the next financial year are fixed. The physical and financial progress of NRDWP is also reviewed in National / Regional / State level review meetings, conferences, video-conferences and field visits of officers of the Ministry to States.As per information reported by the State on Integrated Management Information System (IMIS) of this Ministry, the targets and achievements of State of Odisha during the last three years and current year is as below.

From the above it is seen that the State has performed well in the coverage of partially covered habitations but lagged behind in the coverage of quality affected habitations.
Under SBM (G), number of Individual household latrine (IHHLs) constructed during last 3 years and current year in odisha is as under:-

The progress during the year 2013-14 and 2014-15 was slow. However, during 2015-16, good progress has been registered. State of Odisha has adopted community processes and collective behavior change approach.
