Question : UTILIZATION CERTIFICATE



(a) the details of States which have not submitted Utilization Certificate under sanitation schemes during each of the last three years and the current year;

(b) the reaction of the Government thereto;

(c) whether the Government proposes to converge SBM with other schemes/ initiatives; and

(d) if so, the details thereof?

a. The details of submission of Utilization Certificate during each of the last three financial years and current financial year are enclosed at annexure.

b. The release of Central share grants-in-aid to the States during a financial year are restricted to fifty per cent of the funds allocated to the States if Utilization Certificates for the preceding financial year are not received from the States. No further funds are released to the States during the subsequent financial years until the pending Utilization Certificates are submitted by the States.

c & d. As per the guidelines issued by the GoI, the Gram panchayats selected under the Sansad Adarsh Gram Yojana, have been given priority for coverage under the SBM (Gramin). All the houses constructed under IAY shall have the provision of functional toilets. Till the provision of funds for toilets is made under existing IAYscheme, funding will be continued from the SBM (Gramin). Besides above, the following households are to be covered under the Mission on priority:
i. Old Age Pensioners/ Widow Pensioners/Disability Pensioners (National Social Assistance Programme {NSAP} beneficiaries).
ii. Pregnant and lactating mothers covered by Maternal Heal Programmes of Central and State Governments, including Janani Suraksha Yojana under National Rural Health Mission
iii. Girl children covered by any Scheme benefiting the girl child.
