Question : Bye-Pass from Other States to Delhi

(a) whether any scheme has been formulated to construct bye-pass for vehicles coming from other States to Delhi in order to overcome the crisis of increasing pollution in Delhi due to increasing numberof vehicles coming from other States;

(b) if so, the details thereof along with present status of the report thereon;

(c) the total amount of expenditure likely to be incurred on this scheme; and

(d) the time by which it is likely to be completed?

(a) to (d) Todecongest traffic in Delhi, Peripheral Expressway in two parts is under implementation as per following details:

(i) Eastern Peripheral Expressway (EPE): It starts near Kundli in Haryana; passes through Baghpat, GautamBudh Nagar and Ghaziabad districts of Uttar Pradesh and ends at Palwal in Haryana. The length of EPE is about 135 km and the implementing agency is NHAI. At present, the physical progress is around 15%. The awarded cost of civil works is Rs. 4418Crores and scheduled date of completion is March, 2018.

(ii) Western Peripheral Expressway (WPE): It starts near Kundli in Haryana; passes through Bahadurgarh, Manesarand ends at Palwal in Haryana. The length of WPE is about 135 km. This is a State Government of Haryana project. Earlier the project was awarded by Govt. of Haryana in single package on Build-Operate-Transfer (BOT) mode. Subsequently the work was terminated and balance work has been awarded in two packages namely Kundli-Manesar section and Manesar-Palwal section. The aggregate awarded cost of civil works is Rs. 2265Crores. The work on Manesar-Palwal section of WPE has been completed in March, 2016 and the scheduled date of completion for Kundli-Manesar section is August, 2018.
