Question : Highway Projects under Bharatmala Pariyojana

(a) whether a target of construction/ upgradation of 35 thousand kilometers of National Highways till the year 2022 has been fixed under the ‘Bharatmala Pariyojana’ in the country and if so, the details of the highways identified for inclusion under the said Pariyojana;

(b) the length of roads constructed alongwith the length of roads proposed to be constructed under the ‘Pariyojana’ so far, State/UT-wise;

(c) the funds allocated/utilised for the purpose;

(d) the length of roads built/being built along the Indo-Nepal border under the said ‘Pariyojana’, State-wise;

(e) whether the Government has assigned accountability for execution of the projects under the ‘Pariyojana’ and if so, the details thereof; and

(f) whether those States will be given priority under ‘Bharatmala Pariyojana’ whose coverage of NH is less than the national average vis-a-vis population density and if so, the details thereof?

(a) to (c) The Bharatmala Pariyojana is an umbrella programme, comprising about 65,000 km of Highways. Out of the total length under Bharatmala Pariyojana, 24,800 km Highways (i.e. economic corridors, inter corridors, feeder routes, border roads etc.) along with 10,000 km residual NHDP stretches have been envisaged for construction under Phase-I of the Pariyojana over a period of 5 years i.e. from 2017-18 to 2021-22 for which Rs. 5,35,000 crores have been earmarked. The tentative length of the stretches under Bharatmala Pariyojana, State-wise is provided at Annexure. Total of 255 road projects with an aggregate length of about 10,678 km have been approved till date under Bharatmala Pariyojana Phase-I with Total Capital Cost as Rs. 2,64,916 crores approximately. Out of these approved projects, 226 road projects with an aggregate length of about 9,561 km have been awarded for construction.

(d) In Bharatmala Pariyojana Phase-I, development of Border & International Connectivity roads for a length of 2000 km has also been envisaged with outlay of Rs. 25,000 crores. Along Indo-Nepal Border, the project i.e. balance work of Piprakothi-Motihari-Raxaul on NH-28A of about 69 km length and civil cost of approximately Rs. 334 crore has been awarded in December, 2018 has commenced in February, 2019 with scheduled completion period of 12 months.

(e) & (f) In order to achieve completion within the time frame, the progress of projects under Bharatmala Pariyojana is monitored regularly to ensure timely completion of DPR / feasibility study and civil works for the projects. Under Bharatmala Pariyojana programme, it has been envisaged to provide connectivity to 550 districts in the country for improvement in National Highways density across the country.
