Question : PER CAPITA INCOME



(a) the State-wise details of per capita income during the last three years and the current year; and

(b) the reasons for differences in the per capita income of various States alongwith measures taken for raising per capita income of those States which have per capita income less than national average?

(a): A Statement containing state-wise per capita income (measured in terms of per capita net state domestic product) for the years 2005-06, 2006-07, 2007-08 and 2008-09 is Annexed.

(b) : The differences in the per capita income of various states are due to differences in initial infrastructure endowments, differences in development policies pursued, differences in the programme implementation levels and levels of community participation in development programmes.

The Government has been taking several measures to improve per capita income of the states through the policy instruments like Plan and Non-Plan transfer of resources from the centre to the States favouring less developed States, establishment of public sector units, tax incentives for setting up of private industries in backward regions etc. A number of programes have been initiated to reduce the income disparity among states.These include Backward Regions Grant Fund (BRGF), Hill Area Development Program/Western Ghats Development Programme, Border Area Development Programme etc.
