(a) The details of state-wise expenditure and the number of beneficiaries under Assistance to Disabled Persons for purchase/Fitting of Aids and Appliances(ADIP) Scheme during the last four years is as per Annexure I.
(b) Under the provision of the Scheme, persons having at least 40% disability and having monthly income from all sources not exceeding Rs.20,000/- per month are eligible for getting assistance under the scheme. The amount of assistance is as under:

Upto Rs.15,000/- per month Full cost of aid/appliance
Upto Rs.15,001 to Rs.20,000/- per month 50% of the cost of aid/appliance
Under the Scheme, there is a provision for Motorized tricycles and wheelchairs for severely disabled and for Quadriplegic, persons suffering from Muscular Dystrophy, Stroke, Cerebral Palsy, Hemipeligia and any other person with similar conditions, where either three/four limbs or one half of the body are severely impaired. For being eligible to get motorized tricycles or wheelchairs, disability should be at least 80%. The extent of subsidy provided is Rs.25,000/-.
(c) Relief to persons with disabilities is primarily a State subject by virtue of Entry 9 in the State list of the Constitution of India. The Central Government supplements the efforts of the States for the welfare of persons with disabilities through various schemes and programmes. The important schemes /programmes / Institutions of the Department are:
1. Deendayal Disabled Rehabilitation Scheme (DDRS)
2. District Disability Rehabilitation Centres (DDRCs)
3. Scholarships for Students with Disabilities
4. Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP)
5. Scheme for implementation of Rights of Persons with Disabilities Act, 2016 (SIPDA)
6. Accessible India Campaign
7. The National Action Plan (NAP) for Skill Development of Persons with Disabilities under SIPDA Scheme
8. Scheme of Support for Establishment/Modernization/ Capacity Augmentation of Braille Presses
9. Scheme for incentives to private employers to hire Persons with Disabilities.
10. Unique Disability Identity (UDID) Card project
11. National Institutes (NIs)
12. Composite Regional Centres (CRCs)
13. The National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities (National Trust)
14. National Handicapped Finance and Development Corporation (NHFDC)
Further, the Central Government has notified Rights of Persons with Disabilities Act, 2016 which provides for more entitlements for persons with disabilities.
(d) & (e) As per the information received from Ministry of Rural Development, Disability Pension is provided under Indira Gandhi National Disability Pension Scheme (IGNDPS) to persons belonging to Below Poverty Line (BPL) households. Under IGNDPS, central assistance of Rs.300/- per month is provided to the BPL persons of the age group of 18-79 years, who are suffering from multiple or severe disability. Central assistance of Rs.500/- per month is provided to the beneficiaries aged 80 years or maximum.
Furthermore, there is no proposal under consideration at present to increase the central assistance to Rs.5000/- for those disabled persons whose disability is fifty percent or more.
