(a) The National Policy for Skill Development and Entrepreneurship, 2015, announced on 15th July,2015, lays down the challenge to skill/re-skill/upskill about 40 crore persons by 2022 in the country. The Central Government have over 40 skill development schemes being implemented by Ministries/ Departments to achieve these targets. These schemes on one hand seek to cater to demands for skilled manpower and on the other hand attempt to reduce skill gaps quantitatively. To achieve this objective, Ministry of Skill Development and Entrepreneurship (MSDE) launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) on 15th July,2015 to enable and mobilize a large number of Indian youth to take up skill training to become employable and earn their livelihood. As on 18.07.2016, there are 1794406 enrollments under PMKVY and the trainings completed under PMKVY are 1793390. With regard to the District of Nashik of Maharashtra, as on 30.05.2016, the total enrolments/trainings completed and total number of candidates certified are 6049 and 3069 respectively. A list of candidates trained state wise under PMKVY is annexed (Annexure I).
(b) The Union Cabinet in its meeting held on 13th July, 2016 has approved the modification and continuation of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) as Skill Development Component of umbrella PMKVY to skill one crore people over the four years (2016-2020) with an outlay of Rs. 12,000 crore.
(c) In order to achieve the objectives of Skill India, the following initiatives are underway:
• Common Norms for skill development schemes and programmes of Central Ministries / Departments notified with incentives to special groups and special areas.
• More than 4500 National Occupation Standards (NOSs) and 1661 Qualification Packs (QPs) notified and Curriculum for 251 job roles and Model Content for 50 courses released
• More than 500 courses aligned to National Skills Qualification Framework (NSQF)
• National Quality Assurance Framework has been finalised
• Indian Qualifications aligned with key countries to provide international mobility for skilled workforce
• MoUs have been signed with Ministries and Departments to leverage existing idle infrastructure, align all training to NOS/QPs and NSQF
• 15 International Migration Training Centres have been established in migratory pockets specifically for Overseas Employment
• Setting up of National Body for Skills Certification announced to promote uniformity, standardisation and quality in skills assessments across the country
• Aadhar Number made mandatory to counter duplication of trainees
• Labour Market Information System (LMIS) launched.
