Question : CNG for Vehicles

(a) the steps taken by the Government to promote use of CNG in public transport vehicles including two wheelers across the country and roadmap prepared to provide CNG in all cities in order to reduce pollution in the cities;
(b) whether the Government has set any target to provide CNG across the country in various public transport vehicles including two wheelers and if so, the details thereof and the steps taken to achieve the pollution control measures by promoting CNG across the country and achievement made in this regard;
(c) the installed production and consumption of CNG in the country along with the steps taken to ensure its optimum availability in all cities, State/UT-wise;
(d) whether the GAIL/Indraprastha Gas Limited have set up/proposes to set up CNG filling stations in the country to meet the demand for clean fuel and if so, the details thereof, State/UT-wise including Gujarat; and
(e) the efforts made by the Government to achieve the target fixed in this regard and the cities/villages identified for setting up CNG stations in future and the extent of success achieved therefrom and the funds sanctioned/spent thereon, State/UT-wise?

(a) & (b): The Government is giving top priority to City Gas Distribution (CGD) sector while allocating domestically produced natural gas. The steps taken to promote use of CNG in public/private transport vehicles, inter-alia, include the following:
(i) 100% requirement of CNG (Transport) segment is being met through domestic natural gas so as to make the CNG affordable to the end consumers.
(ii) As on 01-03-2017, 1197 CNG stations have been set up across the country, which are catering to the demand of approximately 29.5 lakh CNG vehicles.
(iii) Special CNG refueling facility has been set up at Shakurbasti Railway Station to supply CNG to Diesel Electric Multiple Unit (DEMU) shuttles running on mix of diesel and CNG.
(iv) The transport corporations carry out inter-state movement of CNG vehicles and operation of commercial vehicles on CNG/Liquefied Natural Gas (LNG) in the country. Government has been advising the concerned State Governments to run the public/private transport in the cities, where CGD network is available on CNG.
(v) In order to reduce pollution, a pilot project to run two wheelers on Compressed Natural Gas (CNG) has been started.
(c): Consumption of natural gas for transport in the authorized GAs is at Annexure-I.
(d) & (e): Indraprastha Gas Limited (IGL) is responsible for setting up of CNG stations in Delhi/NCR. The process of establishing CNG stations in the authorized GAs is taken up by the authorized entity based on the techno-commercial viability of the area.
In the year 2007, Government has established the Petroleum & Natural Gas Regulatory Board (PNGRB) under the PNGRB Act, 2006 to award the work for the development of City Gas Distribution (CGD) network which includes PNG/CNG network. PNGRB considers Geographical Areas (GAs)/Districts for development of CGD including CNG network in a phased manner depending upon the availability of pipeline connectivity and gas sources.
PNGRB identifies various GAs for future bidding rounds considering various aspects viz. natural gas pipeline connectivity/natural gas source, en-route the upcoming/under-development authorized natural gas pipeline. As on date, PNGRB has authorized CGD entities in 76 Geographical Areas (GAs) across the country. The details of CNG stations across the country as available on PPAC’s website as on 01.3.2017 are at Annexure-II. Expenditure on setting up of CNG stations is incurred by the concerned authorized entity.
