Question : Funds Allocation under MGNREGS

(a) the details of funds allocated, released and expenditure incurred under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) during the last three years, State/UT-wise including Bihar;

(b) the details of amount spent towards creation of capital infrastructure under the said scheme along with the rationale for such computation;

(c) whether the Government proposes to increase the allocation of funds under MGNREGS and if so, the details thereof along with the amount likely to be increased, State/UT-wise;

(d) the average days of employment provided during the last four years and the current year and the reasons for decrease in average days of employment, if any, State/UT-wise; and

(e) the current MGNREGS wage rates and the mode of payment thereunder State/UT-wise?

(a) & (b): Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is a demand driven programme hence no State/UT- wise allocation of fund is made. The Central funds are released to the States/UTs including Bihar on the basis of agreed to Labour Budgets and taking into consideration the performance and the pace of utilization of available funds. Details of amount released for implementation of programme including creation of assets and expenditure under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) to States/UTs including Bihar during the last three years and the current year is indicated in Annexure-I.

(c): The Government has increased allocation of funds under MGNREGA for the current FY 2016-17 from Rs.38,500 crore to Rs.43,499 crore . MGNREGA is demand driven programme and no State/UT-wise allocation is made. Funds for implementation of MGNREGS is released to the States/UTs based on agreed to Labour Budget, physical progress, funds available with the State/UT etc. on receiving of proposal from them with required documents, from time to time.





(d): State/UT-wise details of average number of workdays of employment generated during the last four years and the current year (as on 16.11.2016) is given in Annexure-II. There has been a decline in the number of persondays created in Financial Year 2014-15. MGNREGA is a demand driven programme and the demand for work itself is influenced by various factors such as rainfall pattern, availability of alternative and remunerative employment opportunities outside MGNREGA and prevailing unskilled wage rates etc.

(e): Wage rates for workers under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 are notified and revised annually by the Central Government in accordance with the provisions of Section 6(1) of the Act. State/UT-wise details of the notified wage rate w.e.f. 1st April, 2016 is given at Annexure-III. About 96% of the wages are paid through the electronic Fund Management System (e-FMS) to MGNREGA workers.
