Question : INTEGRATED CHILD DEVELOPMENT SERVICES (ICDS) SCHEME



(a) : the number of beneficiaries during each of the last three years and the current year under the Integrated Child Development Services (ICDS) Scheme, State- wise;

(b) : the funds sanctioned, released and utilised by the State Governments including Karnataka under ICDS Scheme during each of the last three years and the current year, State-wise;

(c) : whether the scheme is not being implemented effectively throughout the country;

(d) : if so, the reasons therefor;

(e) : whether the Union Government has directed the non-performing State Governments and Union Territories for effective implementation of said Scheme; and

(f) : if so, the details thereof and the reaction of the State Governments and Union Territories thereto and if not, the reasons therefor?

(a) : State-wise details of number of Children (6 months – 6 years) and pregnant & lactating mothers who received supplementary nutrition and number of children (3-6 years) who attended pre-school education under the Integrated Child Development Services (ICDS) Scheme during 2006-07 to 2009-2010 are given in the Statement at Annexure-I.

(b) : State-wise funds sanctioned/ released and expenditure reported under ICDS (General) and Supplementary nutrition during 2007-08 to 2009-2010 are given in the Statements at Annexure-II and Annexure-III respectively. No funds have been released to the States during 2010-11.

(c), (d), (e) & (f) : ICDS Scheme has been expanded in three phases in the years 2005-06, 2006-07 and 2008-09 so as to cover all habitations with special focus on SC/ST and Minority habitations across the country. Government of India has approved 7076 projects and 14 lakhs anganwadi centres (AWCs)/mini-AWCs to universalize the Scheme. The sanctioned projects and anganwadi centres (AWCs)/mini-AWCs are being operationalised by States/UT Administration. Ministry of WCD has reviewed the implementation of ICDS Scheme with the States/UTs from time to time and have also taken up with the States to expedite operationalisation of projects and AWCs/mini-AWCs and to address deficiencies such as filling-up the vacant posts of ICDS functionaries, improving the convergence particularly with other schemes viz. NRHM, Total Sanitation Campaign and Drinking Water Supply so as to provide these facilities/ services to all AWCs. In addition, States/ UTs have been requested to make efforts to construct pucca anganwadi centre buildings with assistance from community, MPLADs, MLALADs, BRGF, RIDF, Panchayati Raj, NREGA etc. since there is no provision for construction of AWC building under the ICDS Scheme. These efforts are expected to improve the service delivery further.
