Question : National Mission for Empowerment of Women

(a) whether the Government has launched National Mission for Empowerment of Women;
(b) if so, the aims and objectives thereof;
(c) whether the Government proposes to nominate its members from each State including Gujarat to ensure their proper representation in the Mission;
(d) if so, the details thereof and if not, the reasons thereof; and
(e) the achievements made by the Mission in the empowerment of women since its inception?

(a) Yes Sir.
(b) National Mission for Empowerment of Women (NMEW) aims to achieve holistic empowerment of women through convergence of schemes/programmes of different Ministries/Department of Government of India as well as State Governments.
(c) & (d) The multi-layered structure of National Mission Authority, Inter-ministerial Coordination Committee and Central Monitoring Committee of the earlier (11th Plan) Scheme has been replaced by a Steering Committee headed by Secretary, Ministry of Women and Child Development. Other members of the Steering Committee from the Ministry of Women and Child Development include Additional Secretary (Women Welfare Bureau), Joint Secretary, Financial Adviser, Director, NMEW as members and Director (Technical), NMEW as the Convener.
(e) Under the Scheme National Mission for Empowerment of Women, technical support to Ministry of Women and Child Development is being provided by domain experts who are involved in the implementation and monitoring of new initiatives of the Ministry like Beti Bachao Beti Padhao (BBBP Scheme), One Stop Centres, Women Helpline etc.
State Resource Centre for Women (SRCW) have been established to provide technical assistance to Department of Women and Child Development /Social Welfare in respective States/UT Administration on issues related to women. State Resource Centre for Women are functional in 24 States/UTs.
In order to facilitate convergence of schemes/programs at the ground level, Poorna Shakti Kendra (PSK) project was approved in a pilot mode in selected districts which entails setting up of convergence centres at the district, block and Gram Panchayat (GP) level. 18 Poorna Shakti Kendra projects are currently operational.
With the learning from Poorna Shakti Kendra project, Village Convergence and Facilitation Service (VCFS) have been approved for Beti Bachao Beti Padhao (BBBP) districts and 200 high burden districts (affected by malnutrition) in the country. VCFS aims to create awareness through Village Coordinators on issues related to women and facilitate convergence & coordination with the Gram Panchayats (GPs).
