(a): The Government through Tea Board is implementing the “Tea Development and Promotion Scheme” which has components viz. Plantation Development for Small Tea Growers, Sector Specific Action Plan for NITI Forum for North East, Market Promotion, Research and Development, Welfare of Workers – wards of small tea growers and Regulatory Functions including Auction Reforms.
(b) & (c): Tea Board has implemented certain welfare activities under Human Resource Development (HRD) component of the “Tea Development and Promotion Scheme” implemented during the Period 2017-18 to 2020-21, aimed at improving the health and hygiene of workers, education of wards of workers and imparting training to improve skills for growers/workers. Details of number of beneficiaries tea garden-wise under the Human Resource Development Component during the year 2020-21 is given in Annexure-I.
(d) & (e): The working condition of tea garden workers in the country are governed by the Plantation Labour Act (PLA), 1951. The Act requires the employers to provide the workers with housing, medical facilities, sickness and maternity benefits and other forms of social security measures. There are provisions for educational facilities for the children, drinking water, conservancy, canteens, crèches and recreational facilities for the benefit of the tea plantation workers and their families in and around the work places in the tea estates. The welfare provisions of the Plantation Labour Act, 1951 have now been subsumed in two labour codes- the Occupational Safety, Health and Working Conditions Code, 2020 and Social Security Code, 2020. The Plantation Labour Act, 1951 is implemented by the State Governments.
(f) & (g): Under the Tea Development and Promotion Scheme implemented by the Tea Board during 2017-18 till 2020-21, subsidy was provided to the eligible tea stakeholders for replantation/replacement, rejuvenation, irrigation, mechanization, orthodox tea production, setting up of tea factories, Self Help Groups(SHGs)/Farmer Producer Organisations(FPOs), value addition etc. The amount of subsidy given during the year 2020-21, tea garden wise is given in Annexure-II.
