Question : Irregularities in NPCC

(a) whether the Government has noticed any irregularities in National Projects Construction Corporation (NPCC) during the last as well as current plan period, if so, the details thereof;
(b) the extent of loss suffered by NPCC as a result of the same; and
(c) the action taken/to be taken by the Government against the persons involved therein?

(a) No irregularities in working of National Projects Construction Corporation Limited (NPCC) during the last as well as current plan period have been noticed.

(b) Till date NPCC has not suffered any loss due to the above.
(c) A complaint against irregularities in the recruitment process in various posts in NPCC, were noticed during 2011-12. The complaint was investigated and the preliminary investigation report was sent to CVC. On the advice of CVC the following penalties were awarded to the under-mentioned official officials:

ii) Shri P.K. Narula the then JGM, P&A Minor penalty of withholding of promotion for six months.
iii) Shri D.B.R. Munshi the then IOC, HR Exonerated – Retired.
iv) Shri R.K. Jain, Manager (P&A) Minor penalty of withholding of promotion for six months.
v) Shri Desh Raj Chaudhary, AM(P) Minor penalty of withholding of increment for a period of one year.
