Question : Database of Monuments

(a) whether the Government has prepared a database of all monuments of national and international importance in India and if so, the number of monuments being protected by the Government at present;

(b) whether the Government is aware that many such monuments have been encroached upon and some of them have completely gone missing from the map and if so, the measures taken for restoration of these monuments;

(c) whether the Government is aware that lay out of many monuments located in Lucknow have not been mapped;

(d) whether Indian National Trust for Art and Cultural Heritage (INTACH) has prepared a list of such monuments; and

(e) if so, the details of action taken by the Government in this regard?

(a) The National Mission on Monuments and Antiquities has documented about 1,83,345 Built Heritage and Sites from various secondary sources in uniform format for its dababase including centrally protected and unprotected monuments. State-wise monuments of national importance being protected by Archaeological Survey of India in the country is total 3691 at Annexure.

(b) There are instances of encroachments at 321 centrally protected monuments. Besides, the Archaeological Survey of India has a list of 24 monuments which remain untraceable. The encroachment in the premises of the protected monuments/area are removed as per the provisions contained in the Ancient Monuments and Archaeological Sites and Remains Act, 1958 and Rules framed thereunder. The Superintending Archaeologist in charge of the Circles have also been vested with the powers of an Estate Officer to issue eviction notices/orders to the encroachers under Public Premises (Eviction of Unauthorised Occupants) Act, 1971. Assistance in containing and removing encroachments is also sought from the respective State Government/Police force and where there are no fruitful results, actions are initiated against the encroachers by filing cases in the court of law. Regular watch and ward staff, private security personnel, State Police guards and CISF have also been provided for the safety and security of selected monuments.

The Archaeological Survey of India has made efforts to locate/identify the untraceable monuments through field offices based on inspection, old records, revenue maps and published reports.

(c)to (e) Yes, Sir. Out of 60 centrally protected monuments in Lucknow, Archaeological Survey of India has prepared lay out plan with respect to 47 monuments. However, documentation and mapping is a continuous process.

As per the information received from INTACH, the trust has identified and documented till date about 70,000 heritage properties in approx. 500 towns. The list not only includes ASI and state archaeology protected buildings (National and state importance) but also buildings and sites of regional and local significance.
