Question : Status of Jan Aushadhi Kendras



Will the Minister of CHEMICALS AND FERTILIZERS¸ be pleased to state:

(a) the present status of Jan AushadhiKendras set up to provide medicines at affordable price in the country and the details of such centres including in rural backward areas, State-wise;

(b) whether the Government has prepared any action plan for increasing the number of such kendras in all the States including in rural areas and if so, the details thereof, State-wise including Haryana, Gujarat and Asssam including North Eastern States;

(c) the details of funds sanctioned, allocated and utilized under PradhanMantriBhartiya Jan AushadhiPariyojana (PMBJAP) so far across the country, State/ UT-wise including Tamil Nadu along with the details of modifications in the scheme since its inception, if any;

(d) the details of the number of medicines being provided under these kendras;

(e) the details of the impact of PMBJAP along with the target set and achieved and the response received under this Pariyojana across the country; and

(f) whether the Government is planning to include some more medicines under this pariyojana, if so, the details thereof and the reasons therefor along with the time by which these are likely to be included?

(a) As on 11.11.2019, 5754 JanaushadhiKendras are functional across the country. State-wise list is enclosed as Annexure-I.
(b) Yes. The plan is to open 1000 new JanaushadhiKendras in FY 2019-20. It is also planned to cover all the districts of the country by end of FY 2019-20. PradhanMantriBhartiyaJanaushadhiPariyojana (PMBJP) has covered 689 districts out of 725 districts of the country. State-wise target has not been fixed.

(c) The details of funds sanctioned, allocated and utilized since 2016-17 are as given below:-

The Scheme was launched in 2008 with the objective of making quality generic medicines available at affordable prices to all, through dedicated retail outlets. In 2015, the scheme underwent a major revamp and it was decided to expand it and open 3000 retail outlets in the country. A franchisee like model was adopted, and an intensive media campaign was undertaken in national and regional newspapers inviting individual entrepreneurs to apply for establishing and running retail outlets. The applications received in response were scrutinized and eligible applicants were assisted in securing drug licenses and other infrastructure facilities to open the Kendras. Private participation was allowed in procurement as well as in sale of medicines. Before this, drugs were procured from PSUs only and the retail outlets were opened only by the State/Central Government at the Government premises and Government hospitals.

(d) The product basket of PMBJP comprises 900 drugs and 154 surgical & consumables.

(e) It was targeted to open 3000 Jan AushadhiKendras by end of FY 2019-20. This target was achieved in December 2017. The revised target of 5000 Jan AushadhiKendras was also achieved in February, 2019. At present, the number of Jan AushadhiKendras has crossed 5700. 689 districts of the country are covered at present. The target is to cover all the districts of the country by end of FY 2019-20. Further, total sales (at MRP) in the financial year 2018-19 were Rs 315.70 Crore, which led to an estimated savings of Rs 2000 Crore of common citizens. This scheme is also providing a good source of self-employment with sustainable and regular earnings.

(f) As on 11.11.2019, the product basket of PMBJP comprises of 900 medicines and 154 surgicals and consumables. The plan is to expand this basket to 1200 medicines and 200 surgicals/consumables by the end of FY 2019-20.
